Your representative to the 2003 HOD in Richmond VA will be Julia Young Hayes. The alternate delegate is Heather Harris. Your representative to the 2002 HOD in Portland OR was Heather Harris. Your representative to the 2001 HOD in Quebec City was Len Daley. See report below. Your representative to the 2000 HOD in Phoenix AZ was LaDonna Ward. Your representative to the 1999 HOD in San Antonio TX was Denise Walker. AMTA 2001 HOUSE OF DELEGATES MEETING HOD orientation on Wednesday, October 17, 2001, prepared delegates to use electronic key pad weighted voting technology that streamlined the HOD voting process and shortened the time necessary to tally weighted votes down to between 5 and 10 minutes per issue. Previously this process took three to five times longer. Orientation also provided procedural practice to experience the rules governing debate and voting procedures on issues brought before the HOD. The orientation was very helpful and met its intended purposes very well. Alabama is allocated one delegate who in 2001casts 100 weighted votes for our chapter. The number of votes and delegates allocated to our chapter depends upon our Professional member census as of Jan 1 of the convention year. We would increase our representation to 2 delegates if we gained over 150 Professional members by Jan 1, 2001. Five is the maximum number of delegates allowed for any chapter. We would need to grow our chapter to more than 601 Professional members to be allocated 5 delegates. The HOD meeting began with the Pledge Of Allegiance to the flag of the USA. Roll Call by electronic key pad disclosed 122 Delegates Present 82 Delegates constituted a 2/3 majority 62 Delegates constituted a quorum 32 Delegates constituted a majority of the quorum Based on delegates presentOf 22,370.49 possible votes 20,378.89 votes were represented as present Report of the HOD Operations Committee disclosed: $4,500 was provided by the National Board to support the new electronic key pad technology for the HOD election of new committee members was accomplished without tellers using the electronic key pad machine vote with the results that Rhetta Flagg, Bob Jantsh, and Terri Eicher were elected from a field of nine nominees. Four items for HOD discussion were presented: 1. a delegate tardiness policy that would not seat tardy delegates after the roll call was approved by a voice vote of the HOD 2. a policy regarding submission of recommendations in advance of the deadline to facilitate proof reading, editing, clarification and polishing was discussed and defeated by a voice vote of the HOD. 3. a proposed policy change regarding submission deadlines was discussed and responded to by a non-binding "straw poll" which favored a change from March 1, to 180 days prior to the annual convention. This change would offer more time for submissions when the convention is scheduled later in the year. Discussion of this was favorable but not voted on as a decision of the HOD. 4. a proposal from the floor to establish more guidelines from the national board to chapters to govern and standardize their procedures regarding delegates, selection and other issues was discussed and defeated by a voice vote of the HOD. Four recommendations to the HOD were presented and disposed of as follows: Connecticut Chapter’s recommendation to establish a task force to study the role of spirituality in massage therapy and incorporate that into the awareness of the AMTA was debated with both supporters and detractors speaking in favor of the spiritual component of massage therapy being of great value, but largely not wanting any formal governance or organizational position being developed which might compromise any individual therapist’s unique position regarding spirituality in connection with their massage practice. The recommendation was defeated. YES = 7,787.89 NO = 12,403.50 TOTAL 20,191.39 Indiana Chapter recommendation #1, to direct the National Board of Directors to republish and provide a printed membership directory was debated focusing on various cost versus benefit factors. The recommendation was overwhelmingly approved. YES = 13,870.25 NO = 6,506.50 TOTAL 20,376.75 Indiana Chapter recommendation #2, concerning tax records for chapters was withdrawn from consideration by the HOD and placed instead on the agenda of the Chapter President’s Council. Virginia Chapter recommendation requesting more flexibility in the AMTA approved guidelines for yellow page advertising headings was debated briefly and overwhelmingly approved. YES = 17,071.09 NO = 2,910.20 TOTAL 19,981.29 Because recommendations must be approved or rejected without any amendments, it was emphatically clear how crucial the careful preparation of recommendations must be accomplished. The HOD is the appropriate body for our chapter to submit any of the following recommendations: AMTA bylaw amendments Recommendations for any governance proposals as those which were considered in this session. Possible AMTA position statements. Items relevant to the business of the HOD I thank the AMTA AL_Chapter for giving me the privilege of representing the chapter as the 2001 Delegate. I learned that future Delegate elections should be annual, not for two years terms. I recommend that because I will be serving as President at the next AMTA Convention, my elected alternate serve the second year of my elected term in 2002 which term begins as of Jan 1, 2002, and that we follow the guideline for annual election of our delegate for 2003 at our annual meeting in May 2002. This will provide us with timely identification of our delegate so that communication with National and the HOD Operations Committee will be timely. Respectfully submitted, Len Daley, Delegate 2001 AMTA AL_Chapter AMTA BYLAWS pertaining to HOD are as follows: Section 3. House of Delegates A. Purposes The House of Delegates is a representative body of the membership that: 1. Approves AMTA position statements as per policy; 2. Ratifies revisions, in their entirety, to AMTA's mission and goals; 3. Makes recommendations to the National Board of Directors, as per policy, regarding: a. AMTA bylaws; b. Matters internal to the House of Delegates; c. Business of the Association in general; 4. Hears reports pertinent to the business of the House of Delegates. B. Composition Provisos: Delegates and alternates for the 2001 House of Delegates shall be elected in the year 2000 or 2001. Thereafter, the election process shall be as stated in the Bylaws. 1. Delegates and alternates shall be elected each year. a. The term of office for a delegate shall be from January 1 through December 31 of the year following the year in which they were elected. Provisos: The term of office for delegates serving in 2001 shall be from January 1 - December 31, 2001. Thereafter, the term of office shall be as stated in the Bylaws. b. A vacancy in the position of delegate may be established through resignation, disqualification, disablement, or death prior to the regular end of term of office. c. The resignation of a delegate must be made in writing and be presented to the Chapter President or Chapter Board of Directors. In the event a resignation is tendered orally a written resignation may be requested by the Chapter Board of Directors by return receipt request certified mail. If no response is subsequently received within fifteen (15) days, the Board of Directors may declare the position vacant. d. The alternate receiving the most votes in the election of delegates shall fill a vacancy in the position of delegate. 2. The number of Delegates allotted each Chapter shall be determined each year according to the following method: Provisos: The allocations of delegates shall be as stated in the Bylaws, except that allocations for the 2000 House of Delegates shall be based on the January 1, 2000 membership census and the allocations for the 2001 House of Delegates shall be based on the January 1, 2000 membership census. a. A Delegate Base Number shall be derived by dividing the total National number of Professional Classification members in the January 1st census by the number 150. b. Each Chapter will be allotted a specified number of delegates based on the Delegate Base Number and the total number of Professional Classification members assigned to the Chapter at the January 1st census as follows: i. one (1) delegate if the number of professional classification members is less than or equal to the Delegate Base Number; or ii. two (2) delegates if the number of Professional Classification members is more than the Delegate Base Number and less than or equal to the Delegate Base Number multiplied by two (2); or iii. three (3) delegates if the number of Professional Classification members is more than two times the Delegate Base Number and less than or equal to the Delegate Base Number multiplied by three (3); or iv. four (4) delegates if the number of Professional Classification members is more than three times the Delegate Base Number and less than or equal to the Delegate Base Number multiplied by four (4); or v. five (5) delegates if the number of Professional Classification members is more than the Delegate Base Number multiplied by four (4). c. A chapter may not have more than five delegates. 3. A candidate as a Delegate must be a Professional Classification member in good standing and may be a candidate only in the chapter to which they are assigned. C. House of Delegates Operations Committee 1. The House of Delegates Operations Committee shall be responsible for all aspects regarding the planning and execution of the activities of the House of Delegates. 2. The House of Delegates Operations Committee Chair may not appoint members to that committee. The House of Delegates Operations Committee shall have its members elected by the House of Delegates as per Association policy. 3. The chair of the House of Delegates Operations Committee shall be selected from the members of the committee by the President and approved by the Board of Directors. In the event the chair is no longer a member of the committee, a new chair shall be appointed. D. Meetings 1. The House of Delegates shall convene annually at the National Convention. 2. The Moderator of the House of Delegates shall be the National President, or a person appointed by the President. The duties of the Moderator shall be to conduct the meeting of the House of Delegates while it is in official session at the National Convention. 3. Quorum and Voting a. A majority of delegate points when the House of Delegates convenes shall constitute a quorum. i. If members withdraw, leaving less than a quorum, the House may continue to do business with the provision that any action taken is approved by at least a majority of that quorum. b. Each credentialed delegate shall be entitled to only one vote when voting on the business of the House of Delegates as stated in Section 3.A. of this Article. i. Each individual delegate vote shall be multiplied by the number of points assigned to that delegate. ii. The number of points assigned to a delegate is determined by dividing the number of professional classification members assigned to the chapter, according to the January 1 census, by the number of delegates per chapter. c. When considering AMTA position statements a two-thirds (2/3) majority is required. d. Each credentialed delegate shall be entitled to only one vote when considering parliamentary questions and in adopting the Agenda and the rules of the House of Delegates. e. Direction on how to vote by the chapter board, chapter delegation or by vote of the membership shall not be binding upon the delegate. E. Rules The House of Delegates shall adopt Rules of Procedure. Such rules are permanent as amended and may not be inconsistent with AMTA Bylaws or Policies. |
